Electric Meter Replacements

Our electric meter changing process is used to ensure all meters are installed safely and in accordance with the City’s Utility guidelines. It will also ensure a comprehensive process for the customer and allow for accurate billing and minimized damage claims. 

Electric Meter Change Out Process: 

  1. Verify proper address and introduce yourself to the customer.
  2. Proper uniform should be worn at all times, with identification at the ready if requested.
  3. If the customer is not present upon arrival, try to contact the phone number provided on the work order. If they are unresponsive or arrive within five (5) minutes, mark the order as incomplete, and leave a notice instructing them to reschedule their meter exchange. 
  4. Locate the meter and verify the meter number matches the one provided by the work order.
  5. Inspect the area and inspect the area for any conditions that may prevent installation. 
  6. Once verified, capture a photo of the “As Found Meter/Old Meter” and the “As Found Read/Old Read.”
  7. These photos will be uploaded to WOMS for quality control inspection. 
  8. Remove the old meter and replace it with a new meter.
  9. Capture a photo of the new meter and enter the new meter number into the handheld device.
  10. All installers are to handle the removal with care to prevent the back not to be pulled out if not secured. 
  11. Make sure the new meter is secured properly in the installation area.
  12. Once an exchange is complete, the installer will make sure the area is in the same condition as before. 
  13. Installers will enter any final data under the work order and close it out, which then our QC team will verify all the information provided.
  14. Inform the customer of the completed exchange and leave a tag with contact information.

 

PPE  

The Keystone Project Manager, along with other Keystone administration will perform an assessment identifying the hazards or potential hazards to determine the necessary PPE for meter installation. In turn, Keystone will provide all installers with adequate PPE to perform their work in a safe and compliant manner. The Project Manager will be responsible for maintaining, the use, and the storing of PPE equipment. They will also remove any damaged or defective PPE from service. Keystone will comply with the following statutory requirements relating to the selection, use, and design of PPE: 

  • 29 Code of Federal Regulations (CFR) 1926, Subpart E; Personal Protective and Life Saving Equipment 
  • 29 Code of Federal Regulations (CFR) 1926, Subpart I; Personal Protective Equipment
  • Title 8 CCR Section 3380
  • Applicable American Standard Institute (ANSI) Standard

 

Training/Certifications 

Before the project can begin, all Keystone staff must complete training and obtain certifications. Director of Operations, Keith Coolbaugh, will designate an electrical safety training class for all assigned staff to complete. Training should discuss PPE, identifying difference between residential and commercial electric meters. Furthermore, all installers will be CPR and First Aid certified before the project starts. Through these trainings and obtaining certifications, the staff can perform their tasks with safety and compliance.
